Arthur King Kepner was born in Hartford, Ohio (Trumbull County), on December 14, 1879, the son of Luzerne J. Kepner and Ida Shatto. He attended Allegheny College in Meadville, Pennsylvania, in the late 1890s, and worked for a time as an undertaker in Pittsburgh, Pennsylvania.
